I am reinstalling window's on my PC?

The set up is formatting the drive but it has stalled on 19% for some time now, is this normal and if so how long does formatting take.

Okay, it really largely depends on the setup. It MOSTLY sounds like your not formatting the hard driver properly. On my older maxtor SATA (when they first came out) you had to slow format the ENTIRE DRIVE. you cant cheat or make it faster by doing a quick or just a small part.
What size is the hard drive? Does it take forever to get to 19%, or is it really slow (take more than 4 minutes per percentage?)
The CD could also make a difference - which windows version? Is it copied? Maybe it's scratched beyond recognition. I had that problem in my Technical Class when we reinstalled the OS using older cds.
How old is the hard drive? Old broken down hard drives tend to get much, much slower with age. Especially if it sounds like a train (makes a chug, cha chug, cha chug sound), you may be better off getting a new one. Try to edit the question with additional info if you can.

Hi I am a Microsoft program worker, well that's not the best idea i suggest you, should put in a recovery disc in, instead of windows disc but if you bought a windows disc of different version, then you may need more RAM because some windows like windows vista needs at least 1GB of RAM also if that's no use then go to a local computing shop and tell them the problem or, you could check your version if its lower than your windows now its, because your installing the oldest version of windows, plus if you go to the IT shop place go on microsoft.co.uk and search for FREE IT health check on your PC, shops to see the problem, but you could also tell the store were you have bought the windows disc from and maybe they do something, OR put in disc again and put correct format read it all the way this may take several hours because of version, so stay with the PC until the installation finises, cause when i design program when installing some times you need to click continue try again, and stuff like that.
